The 1799 constitution, known as the Constitution of the Year VIII, was adopted on December 24, 1799. It established the Consulate and placed Napoleon Bonaparte in power as First Consul, effectively ending the French Revolution and setting up a dictatorship disguised as a republic.
Government Structure
- The Executive: Vested in three consuls, but absolute power belonged to Napoleon as the First Consul for a ten-year term.
- Council of State: Drafted the laws.
- The Tribunate: Debated the laws but could not vote on them.
- Legislative Body: Voted on the laws without debating them.
- Conservative Senate: Vetted the laws and picked members for the other legislative bodies.
